Abstract

The general objectives of this research were to verify the viability of processes’ systematization and of management automation, as well as to assess the manner in which the technologization of municipalities has contributed to local and municipal development. More specifically, the said research was aiming at: bringing municipalities closer to technology in order to achieve the application of an ICT services´ model within a governance framework; analysing the conditions for and availability of local governments´ responsiveness to training, in order to give effect to this proposal; evaluating municipalities’ capacity to work, develop, sustain and apply the proposed technological model; identifying the conditions that would optimize the implementation of the ICT service model; contributing to the construction of a new concept of human sustainable development which would be instrumental in addressing the State´s new role, as guarantor of national transformation processes; contributing to the scientific debate on the use of ICT in the strengthening of local governments´ administrative processes; creating a model of ICT application service and of municipalities´ information system, in order to benefit citizens through an online one-stop shop; and implementing an information system to monitor the Municipal Development Plan.
