Effect of the training programs of the National Academy of Public Security and the National Civil Police in the professional development of the Police in El Salvador, 2015

This article is based on the annual evaluation report of the National Civil Police (PNC), conducted by the consulting firm Global Society. Its objective is to determine the changes that the systematic education processes developed at the ANSP and the PNC, have had in the professional development of the Police. The methodology of the study was based on the application of quantitative and qualitative data collection techniques. Among the first are the use of surveys addressed to police personnel and citizens. As for the second group of techniques, indepth interviews and focus groups were conducted. The results indicate that there is a significant capacity building effort in these two institutions (ANSP and PNC), for developing increasingly efficient training processes. Educational processes, in general, meet the required standards in areas such as planning, evaluation, monitoring, practices, etc.; However, there are still issues that need to be addressed, such as greater coordination between the two institutions and establishing similar educational performance parameters. In the final part, the study presents a set of recommendations that, if implemented, would substantially improve the training effort that is carried out in the Police.
