Abstract

Within the framework of the theme “The guarantee of the rights to education, health and food in post-pandemic Ibero-American countries” of the “XII Meeting of the Central American Network for Academic Exchange in International Law”, this article analytically addresses the foundation, thus such as the proportionality of the vacation advance measure that the Government of Costa Rica implemented during the months of March and October 2020, to avoid the massive contagion of personnel by SARSCoV-2 and the saturation of hospital services as a guarantee of the right to health.
