Abstract

The COVID 19 Pandemic, demonstrated the weaknesses of each of the States in the management of resources and in the guarantee of Economic, Social and Cultural Rights, even in nations with robust economies, the impact was imminent, urgent measures for Each government led to a gradual closure of each of the cities, so this event represents one of the most important historical events for civilization so far this century. Thus, in this brief compendium we propose to carry out an analysis of the principle of progressiveness of Economic, Social and Cultural Rights, mainly in relation to the rights to Education, Health and Food, for this, we do a study on the enforceability and justiciability of economic social and cultural rights (ESCR), from an international approach and in the internal sphere of the States, making a contrast with the international standards brought to its application and ending with the fight against the pandemic, its control mechanisms and the vaccination process.
