THE PRINCIPLE OF PROGRESSIVITY IN THE EDUCATION SYSTEM DURING THE PANDEMIC

Education as a right is much more than the possibility of the person to have a certain level of education. Of the rights recognized in the Universal Declaration of Human Rights (UDHR), the right to education is the only one for which a purpose is granted. Thus, the second part of article 26 states: Education shall have as its objective the full development of the human personality and the strengthening of respect for human rights and fundamental freedoms; it will promote understanding, tolerance, and friendship among all nations and all ethnic or religious groups, and will promote the development of United Nations peacekeeping activities. The reason for which the objective of the case study is to show, based on the analysis of the prevalent situation of the Coronavirus, that it brought with it the violation of the right to education and the need for progressiveness within state systems at the IberoAmerican level and the need to protect it through the action of guardianship to prevent the damage caused. For this, a critical analysis was carried out on national and international data of contemporary importance about the situation in which the whole world finds itself about the Pandemic, COVID-19.
