Abstract

Human mobility is based on the exercise of freedom of movement and it is therefore necessary to address each of the problems arising from it, which, although they are mutually related, the terms migration and displacement should not be used interchangeably as the motivation for each varies; both humanitarian law and human rights protection systems seek to create a series of recommendations on how States should act in cases of internal displacement, guidelines to be implemented taking into account international standards for the protection of human rights, both in the Northern Triangle and in other Central American countries , Year by year there is an increase in cases of internal displacement caused by violence or forced evictions as a result of mining and hydroelectric projects; unfortunately at present international standards do not yet address internal displacement from the hard law system, however if it does so through the soft law system, which, although not binding, serves to guide public policies that States could implement in order to protect displaced persons, that is why it is necessary to address the guidelines proposed by the Inter-American Commission on Human Rights in compliance with the Principles of Internal Displacement of the United Nations.
