Abstract

Conditional Cash Transfer (CCT) programs implemented in Latin America to address extreme poverty are ethically evaluated in the case of the Human Development Bond in Ecuador. Through a rigorous literature review, it is demonstrated that the CCT program has been effective in reducing extreme poverty, empowering beneficiaries, and respecting their dignity. Conditions such as education and health are justified due to the limitations faced by individuals in poverty. To ensure long-term success, it is crucial that the program remains a state policy and is perceived as a democratic achievement rather than a paternalistic measure. In summary, from an ethical and moral perspective, Ecuador's Human Development Bond, as a CCT, has proven effective in the fight against extreme poverty, promoting human development and closing opportunity gaps, provided its political independence and democratic approach are preserved.
