Abstract

The importance of human resource management for the population is decisive for the projection and acceptance of the population that demands excellent client service, thus being satisfied with public workers. It should be noted that the administrative career in accordance with laws 502, 476 and 40, is the technical system of administration of employees that aims to ensure the efficiency and effectiveness of the municipal administration in the exercise of its powers. To this end, the law regulates employment, positions, functions and salaries in the municipal public administration and its implementing bodies, based on merits and capacities, under procedures of income to positions, vacancies, permanence, promotion, transfers, change of charges, demotion, withdrawal, training and incentives, as well as the duties and rights of officials and employees of the municipal administrative career system.
