Abstract

The study was carried out through a descriptive bibliographic review with the objective of general theorical representation of crime prevention due to the negative impact it has generated for the public sector. In this sense, it was sought to identify the purposes of crime prevention in terms of the deterrent function of criminal law and the role of public security, and it was found that deterrence is the appropriate term to refer to the effect that the penalty should provide, being that its effectiveness will depend on its certainty, constancy, and intensity. Similarly, community participation is crucial in crime prevention, but it is also necessary for states to assume responsibility for establishing and maintaining an equitable system. It is essential that states cease implementing prevention policies aimed at the severity of penalties and the incorporation of more police officers, since is more satisfactory that these policies observe discourses aimed at studying the causes that generate social phenomena.
