Popular University Program. An experience from the critical extension

From the Directorate of Territorial Development belonging to the Area of Extension and territory of the National University of Rosario (UNR) we are beginning the implementation of the Popular University Program from recovering the extensive tradition of Popular Universities that, although it precedes the The University Reform of 1918 has become an emblem of the reform movement in Latin America. The objective of this text is to carry out a critical reflection in relation to the design and implementation process of the Program. In the first part we will explain its basic fundamentals and then describe the first steps in its implementation. Finally, we will analyze a set of problems and tensions that are constitutive of an initiative that seeks to combine the university with the popular, two terms that until the 20th century were totally separated.
