Abstract

Salvadoran public management has privileged the short term; This has a negative impact on prospective capacity and strategic depth.
The diagnosis made reveals that El Salvador has serious structural gaps, which in the context of the pandemic have been exacerbated and become even more evident. Hence the relevance of reflecting on the prospective aspect of the management of national development, with a strategic vision.
