Abstract

The first version of this article was presented on February 20th, before the World Health Organization (WHO) declared COVID 19 as a global pandemic. This is highlighted, therefore, the binomial "complexity and uncertainty" in the context of the world health emergency, shows the serious shortcomings of Salvadoran public management, regardless of the government in office, in areas relevant to human development.  The article shows a reading of economic management and development, 1989-2019, which can well be characterized as scenario of complexity and uncertainty, to promote wellness, that should not be understood as unfeasibility of nation; but as an imperative for a change of country focus, through a rethinking of public management, from the Smart Government to contribute to development management in the country, while managing complexity and uncertainty.
