Post-earthquake urban resilience. Case study: Ground Zero in the city of Portoviejo

This research aimed to analyze the urban resilience of ground zero in the city of Portoviejo following the earthquake of April 16, 2016, by identifying the strengths and limitations perceived by its inhabitants, in order to propose strategies to improve planning and risk management in future disaster situations. To achieve this objective, an exploratory survey was conducted among area residents and business owners, obtaining information on reconstruction, neighborhood cohesion, and the quality of basic services, such as water, sewage, and the transportation system. The main findings confirmed that community cooperation is good; however, the essential deficiency is the total loss of infrastructure and the absence of citizen participation in decisions regarding the recovery phase. Finally, the work highlights that the study suggests the need for community participation in urban planning activities and the reinforcement of public services to achieve a more equitable recovery and be better prepared for future events, thus minimizing potential disaster situations in future disaster scenarios.
