Abstract

The present research is the work derived from a bachelor’s thesis hosted in
the repository of the Escuela Superior Politécnica Agropecuaria de Manabí
Manuel Félix López (ESPAM MFL), carried out to determine the degree of
influence that soft skills have on the work environment of officials public
of the Municipal Decentralized Autonomous Government (GADM) of the
San Vicente canton. The methodology used was bibliographic and field
type. Starting with a legal bibliographic review of the study variables, which
revealed that there is no legal basis that protects the importance of these
interpersonal capabilities in public servants and their impact on institutions.
Regarding the information collection techniques that helped in diagnosing
the level of influence, they were the interview, which was directed to the
general director of said institution and two directors of the areas of human
talent and communication respectively, while the survey was addressed to
the 96 public officials who are governed by the Organic Law of Public Service
(LOSEP). Identifying that the main problems that affect the work environment
are related to lack of communication, empathy, management of one’s own
emotions, lack of personal-work balance, confusion due to lack of recognition
for the effort made and dissatisfaction due to limitations caused by
infrastructure issues. physics. Based on the results obtained, an improvement
plan was designed, which was made effective through the 5W+1H matrix,
establishing improvement actions to address the problems.
